Emerging Standards for Designing Online Courses

This review of case studies was undertaken by this arm of the National Education Association with the support of Blackboard, Inc., a leading provider of online classroom web services, and it attempts to validate published lists of benchmarks. Six institutions (all in state systems) were studied for their adherence to these benchmarks, and the list was refined to yield 24. (The list is on pages 11-12 of the report). Several benchmarks that were eliminated as not essential to quality online courses; these were professional incentives and rewards, consideration of various learning styles, management of course design by teams, collaboration, self contained modules, time spent studying by students, and deadlines for grading (32-33). Three benchmarks were added: reliability of technology, expectations for assignment completion and assignment, and quick response to questions (34). Coming from a professional organization, this list of benchmarks could be used to design online courses.

Tomei advocates the systems approach to designing online education based on a five-step process which discovers characteristics of the learner, draws from learning theories, surveys the resources, accesses means of delivery, and evaluates outcomes. While this straightforward model is often used with traditional learners, some designers start with the learning outcomes (Backward Design Model). He also explains the Kemp model that visualizes the process as a cycle including these elements (which need not be accessed in order): instructional problems, learner characteristics, task analysis, instructional objectives, content sequencing, instructional strategies, integrating resources, instructional delivery, and evaluation instruments. This source’s charts might be useful for explaining approaches to designing courses in a workshop.

The Quality Matters (QM) program is used by higher education to ensure quality online courses. Before courses are approved at these institutions, they must be designed according to QM standards for usability and clarity and posted online where they are reviewed by faculty from other institutions for form, formatting, and presence. Content per se is not reviewed, but must be presented and consistent with the course objectives, thus preserving academic freedom.

Revere and Kovach suggest point to research on student centered learning and warn against replicating traditional teacher/lecture centered courses online. They criticize current course delivery systems for not providing current social networking technology and suggest incorporating web and hand-held technology such as Twitter, wikis, etc., and they provide specific benefits, issues, and scholarship about using each technology. Two helpful summary tables are provided. This source shows how new technologies could be included in a pedagogically sound way.

Varvel describes the teaching competencies developed for Making the Virtual Classroom a Reality, an online faculty development program at the University of Illinois. He describes the formation of a method of assessing such skills, as well as ensuring a quality program, setting goals, and constructing professional development courses. He acknowledges that quality teaching depends on “a complex association of skills” (3) and suggests that competency documents not be used alone for hiring or retention decisions. Beginning with student surveys and continuing through distilling by instructors and program administrators, 247 competencies were identified. After experimenting with several modes of classification, he finally chose the following: “administrative, personal, technological, pedagogical (subdivided into instructional design, instructional deliver, and assessment) and social roles and abilities” (6). An extensive description of each competency follows. Much more extensive than most models, these competencies provide yet another picture of quality online teaching.
