  • what burdens does fair use put on producers and users?
  • how to navigate sites that contain content with different licenses?
  • how do we present this in the context of cc licensing?
  • how do we mark things fair use? how do we educate?
  • carve out a minimalist fair use practice that others can also use
  • do we want to expand fair use notions?
  • we need to figure out the overall project goals
